### **Eligibility** Proposals may be submitted by: - **Non-profit, non-academic organizations** (such as independent museums, observatories, research labs, and professional societies) that are connected with educational or research activities. - **Institutions of Higher Education (IHEs)**, including two- and four-year colleges and universities in the U.S.
